Infrastructure has special features: high initial investment cost (CAPEX), long service life during which significant changes take place both in technology and behavior of movements which the infrastructures are called to support and to which they have to adapt, bringing significant impact on operating costs and their maintenance (OPEX). In this context, the initial planning is binding, affects many social and economic groups and requires funding with very long payback periods, which in many cases are not financially feasible. In addition, the quality and adequacy of infrastructure affects: (1) the quality and choices of travel and (2) the environmental impact of travel. Infrastructure is also affected by the effects (extreme weather events) of climate change, requiring adaptation and rehabilitation.
